There are a variety of steels that make effective whittling knife blades: high carbon steel of some kind, w1, o1, high carbon spring steel are all good options provided they are hardened to the right specification.

Stainless steel can also be a good beginner option, but often sacrifices hardness in exchange for corrosion resistance. If you opt for a stainless steel option, make sure the hardness is specified and in that 58-62 HRC range.
